Improved Mobility
The Little 5 Points Alliance held a community engagement meeting on Thursday, February 27th at the Marianna Room of the Wrecking Bar Brewpub. The focus was mobility and place making. 38 attendees from Inman Park, Candler Park, businesses from L5P and all those who wanted to help envision new, improved MOBILITY IN L5P together!
PURPOSE OF MEETING: Participate in updating the vision for mobility related issues in Little 5 Points and learn about the most recent transportation projects affecting Little 5 Points. This outreach is bounded by three main elements:
PROCESS
The Little 5 Points Community Improvement District (L5PCID) and The Little 5 Points Alliance are preparing to submit a proposal for an Atlanta Regional Commission (ARC) Livable Center Initiative (LCI) Grant for a supplemental study of the Moreland Corridor LCI. The “flavor” of this grant is mobility and placemaking.
This means identifying short term mobility and placemaking solutions that can be designed to shovel ready status to enable L5PCID to leverage funds when available from the City of Atlanta and other sources. Some ideas can be extracted from relevant portions of the Moreland LCI 10 year Update.
This outreach will inform the ARC LCI proposal for the supplemental grant as well as discovery for a Little 5 Points Alliance strategic work plan.
This process ensures coordination with our partners at the City and abutting neighborhood organizations. Many of our neighbors are also starting Master Plans like Inman Park, Freedom Park Conservancy, and the Atlanta BeltLine Subarea 5 Master Plan update.
Community input and information before the proposal is submitted, ensures that all stakeholders and lovers of L5P are creating a new vision together.
Projects not covered tonight include Bass Fields, Freedom Park Bridge and Washita Extension. These are long term capital projects requiring different funding sources and outreach.
If the grant is awarded, the Little 5 Points Alliance will hold a formal Request for Proposal (RFP) process to execute the supplemental study from a third party firm which will include more community input.
TIMING
The improvements for this round may be categorized as short-term in nature. This means that repair, rehabilitation, re purposing and some redesign work is eligible. This round of funding does not include major capital or construction projects. The nature of proposed mobility and placemaking ideas need to fit into the near term timeline.
This outreach is for a grant proposal due by March 29th, so the proposal itself represents an opportunity for improvements now.
LOCATION
Where can these improvements be located? These potential improvements are limited to the properties of L5P where they can be implemented with little additional authorization. Thoughtfully considered on site improvements can ripple outwards into the community.
Examples of mobility related projects include:
Designated Uber and Lyft pick up and drop off areas
Scooter and bicycle docking areas
Bicycle connection with Seminole Ave through Davis Plaza
Parking and street design on Euclid Avenue
Wayfinding signage
Sidewalk and pedestrian safety and signalization
Examples of placemaking related projects include:
Access and linkages (see above)
Uses and Activities (live music, Halloween parade, picnic tables in the summer)
Sociability (eg: opportunities to get together, kiosks used to post text messages)
Comfort and Image of L5P (proper and timely clean up, murals, signage)

Geographical areas included would be eligible for future improvement funding including sidewalks, bike lanes, streetscape upgrades, signalized crossings, etc. The study could focus on the following elements not all of which would be eligible for direct capital funding from ARC:
Alternative Transportation and Mobility improvements for all ages and incomes
Shared Transportation Facilities (Rideshare and Scooter Safety/Access)
Pedestrian and Bicycle Safety Improvements
Safe routes to Little Five Points (covers safety and sidewalks in affected study area)
Smart City Technologies, Wayfinding, Signalization and Traffic Calming Improvements
Improved Existing District Parking Facility Efficiency
Environmentally Resilient Streetscape improvements
Flex Streets, Street Markets, Streets Alive, and Special Event Development (Parades and Festival Accommodation)
Security, Cultural Activation, Retail Mix, and Sustainable Infrastructure Implementation and Maintenance
The ARC Supplemental Study Grant proposal is due March 29, 2019. Funding confirmation in Summer 2019.
