What is the Little Five Points CID?

The Little Five Points Community Improvement District (L5PCID) is one of more than 20 CIDs in the Atlanta area. Each CID is made up of commercial (no residential) property owners only who agree to self-tax and pool their funds for a variety of enhancement projects including infrastructure improvements to a specific area. For instance, Midtown, Downtown, Cumberland, Perimeter, and Buckhead each have their own CID, and the L5PCID was founded to support initiatives that were important in the L5P business district. The L5P is by far the smallest CID in the metro Atlanta area in size, value of properties, and amount of funding and services with annual revenue ranging between approximately $33,000 to $45,000. This has allowed the CID to invest in small public infrastructure projects, hire a part-time executive director, and obtain public investments in the district by the City of Atlanta, Georgia Department of Transportation, and the Atlanta Regional Commission.

What is the Little Five Points BID?

The Little 5 Points district is a unique area that needs improved coordinated investment, activity, and programs for the benefit of its public infrastructure and adjacent private properties and businesses. As a result, in coordination with the Little Five Points CID, the City of Atlanta has formed the Little Five Points BID to function in tandem with the CID in November 2023.

Under state law, a CID is limited to providing only supplemental governmental services on public property, while a BID can have a broader membership and funding base to provide coordinated and cost-effective supplemental services on both public and private property for the collective benefit of residents, businesses, customers, property owners, and visitors in the district. BIDs have previously been formed in Rome, Columbus, Macon, and Augusta with their smaller business districts.

Goals of the BID’s District Plan include:

  • Coordination of public-private services in Little Five Points for purposes of parking management, litter and solid waste management, safety and security, public art, graffiti clean-up, business promotion, traffic calming, and public space activation

  • Expanded membership and better, more equitable funding in which the current CID millage rate of 4.0 is reduced to 0.0 in conjunction with an initial BID millage rate of 3.0.

  • Increased tax increment funding to approximately $129,000 based on current BID membership and 3.0 millage rate. 

The L5P BID board will initially have the same board members as the CID but will allow for expanded board membership consistent with expanded BID membership.
